Personally I believe that video games have the potential to be art. But as Stan said, "In 2011 video games were legally recognized as an art form but does that mean they are really art?" I think that this is more of a personal belief. To me though, when a game is beautifully created and has a beautiful story, it is art. Stan mentioned "Firewatch" and "That Dragon, Cancer" which I think are beautiful and are works of art.
I do not really consider big triple A titles to be art because they are generally created by big companies and corporations who aim to make a lot of money. But a game does not just have to be beautiful to be art. I think that a lot of horror games can be called art. For example "Layers of Fear". It's beautifully crafted and takes you through a head-spinning journey.
